Beginning in 1938 White photographed the Portland waterfront for the Oregon Works Project, which was a Federal Works Agency arm of the Works Progress Administration. This image was part of that series that circulated throughout WPA centers, ending in 1942. Demonstrative of his work during these early years, the composition is heavily influenced by photographers such as Berenice Abbott and Alfred Stieglitz, both of whom he greatly admired.
