This lovely woman, Elizabeth Grigorieva Temkina, is wearing a dress with an Empire silhouette, a style that was made popular by Napoleon Bonaparte's first wife Empress Josephine. The Russian Court followed French fashion closely, and many courtiers only spoke French. The artist, Vladimir Borovikovsky, is known for his informal portraits of the Court.
Temkina's mother is not known but she was raised in the household of the famous admiral, Grigory Potemkin and her name is a variation of his.
